detailed proposals on the increased resources needed to fulfil the additional tasks assigned to the Office by the Rome Council; - recognized that the technical and financial aspects of the decision required further study; - consequently mandated the Permanent Committee, after having heard an evaluation of the proposal by the informal Financial Committee, in consultation with the Secretary General, to take a decision by 29 March 1994 on the increase of personnel resources and on the financial implications. (h) Recalling the commitments undertaken under paragraph 15 of the Helsinki Summit Declaration 1992, in the Summary of Conclusions of the Stockholm Council Meeting and in the Decisions of the Rome Council Meeting, the Committee of Senior Officials, - welcomed the progress towards an agreement between Latvia and the Russian Federation on the military installation in Skrunda The CSCE stands ready, as appropriate and if so requested by the parties, to assist them in the implementation of the agreement; - urged all parties to promptly conclude appropriate agreements, including timetables, through a speedy and continuous negotiating process for the early, complete and orderly withdrawal of the remaining Russian troops from the territorie of the Baltic States. (i) Under agenda item 4, Report by the Director of the ODIHR, the Committee adopted a text entitled "Promotion of free media" (Annex 5). (j) Under agenda item 4, Report by the Secretary General of the CSCE, th Committee noted that a number of delegations praised the excellent work of the Government of Kyrgyzstan in oefforts to intimidate trans-Dniestr residents and to block their participation in the elections, were held in a free and fair manner, signalling decisive movement towards the establishment of democracy. The Committee expressed concern at the lack of implementation of the decisions taken by Ministers at Rome regarding the CSCE Mission's ability to follow closely the negotiations, which have paused, for the early, orderly and complete withdrawal of the Russian 14th Army, to participate in the meetings of the Joint Control Commission and to move freely in the security zone. The CSCE Mission should be enabled to closely follow these negotiations when they are resumed. The Committee reaffirmed the Rome decisions and looked forward to thei early implementation. It welcomed expressions of support for the negotiating process and urged that all sides co-operate with, and support, the work of the CSCE Mission in promoting a political solution. 25-CSO/Journal No. Annex 3 The Committee of Senior Officials reviewed the programme for improving dialogue and co-operation with the recently admitted participating States as set forth in Chapter VIII of the Decisions of the Rome Council Meeting. The Committee welcomed in particular the positive development of contacts and the improvement of dialogue on Human Dimension commitments with the recently admitted participating States which had occurred since the Rome Meeting. In thi regard, the recent visit to Central Asia by the CSCE Secretary General was seen as especially valuable. The Committee noted, however, that there remain considerable differences in the state of implementation of human dimension commitments in the CSCE area. In order to support the continued development of dialogue on this issue, the Committee decided - to urge representatives of recently admitted participating States who have not yet established a regular presence at CSCE fora to attend regularly th meetings of the Permanent Committee and the CSO; - to urge active participation by all CSCE States in the series of seminars planned for 1994 in Central Asia by the CSCE Secretariat and the Office of Democratic Institutions and Human Rights; - to promote the widest possible contact by the recently admitted participating States with governments, intergovernmental and private group who are encouraging democratic development and dialogue, and underscored the importance of workshops dedicated to specific problems such as the recent Helsinki Meeting on Conflict Resolution and Negotiating Techniques in this regard; - to encourage those recently admitted participating States who are seeking to facilitate their dialogue with the CSCE to utilize the full range of CSCE mechanisms and structures to devise strategies for their contribution to longer-term democratization efforts. The Committee welcomed the efforts of recently admitted participating States contributing actively in CSCE and further welcomed the intention expresse by the Government of Uzbekistan to expand its participation and co-operation within the framework of the CSCE, on the basis of its principles and commitments and considers important the beginning of Uzbekistan's participation in the possibilities presented by the Moscow Mechanism. Annex 4 The Committee of Senior Officials, - welcomed the progress report by the European Union on the initiative for a Pact for Stability and its intention to continue regularly to provide information to the CSO/Permanent Committee on further progress in the development of the initiative. It took note of the invitation to the inaugural conference in Paris, 26-27 May 1994; - decided to co-operate in the further elaboration and the implementation of the initiative. The Committee decp costs, competitive reporting, advertising, acquisition of materials, government sponsorship and enhancing circulation/listenership; - to encourage efforts by CSCE institutions and NGOs to organize practical projects, such as skills workshops, in co-operation with relevant international organizations, to help develop responsible journalism.
